6328 Quantity check bugs in Order Pad

• Quantity changes in the checkout page are ignored if the user backs out and adds quantity from the product page.
• Respect the Allow orders to cause negative inventory quantity setting on the server.

6395 Support additional barcode types

• Specifically, type-39 barcodes are not identified during scanning.
